I've read a bit on how epoxy coated slabs still radiate in floor heat just fine. but you should not use garage tile

was curious if an epoxy with a full broadcast flake would insulate any of the floor heat?

No, it will radiate the heat just fine. It's fairly common in the colder areas of the country.

With an epoxy flooring system, facility managers and designers need not choose between functional features and aesthetic appeal.

Should be about the same as a standard epoxy system.
I think the tiles are a no-go because of the air-gap, which would not be present in the full-flake system.

Well, I have done many single and double broadcast flake/quartz systems over concrete, hydraulic cement, and synthetic gypsum with infloor heating with absolutely zero issues. I have seen them frequently on architectural spec. It is completely recommended and acceptable in my experience.

If grinding something like gypsum/synthetic gypsum or cement you have to be careful not to hit the heating tubes as the grinder will eat thru that stuff much easier than concrete.
