Indestro 3416 pliers

What kind of pliers are these? It was included in a toolbox I bought. If I had to guess it's for drum brakes since some other tools were for drums.

I feel stupid now. I looked on Alloy Artifacts and there was no mention of the pliers and just assumed there wasn't much information on them. Thanks for the help.
