I want to frame out my pole building and want to wire and insulate with roll fiberglass. Then sheet rock. The builder said that when he does it he runs the studs horizontally from post to post. Can I run them on 24 in centers instead of 16. And can I use 2x3 instead of 2x4

My pole barn has 2x4s 2ft on center but I used 5/8” thick drywall. I think 2x3s and 1/2”drywall would make for a very weak wall

Yes, you can install the studs on 24" centers (and should, to minimize thermal bridging). You can also use 2x3's, since all you're doing is providing support for the insulation and drywall. The company that built my barn cut some 22-1/2" blocks and used that to space the studs, and I thought that was a great idea.

As Hop2it said, you'll need to use drywall that is rated for a 24" span, either 5/8" or the 1/2" lightweight stuff. I used 1/2" lightweight in my barn and ran the sheets vertically and the walls are as strong as any.
