Ingersoll T30 Governor confusion

This T30 2475F12.5G compressor of mine runs on a Kohler M10 gas motor. The compressor uses a bullwhip to the throttle control, it's broken off and won't idle down. Easy enough, replace the bullwhip.

But there's also a little governor attached at the other end of the throttle control, in the photo. It has a compression fitting and seems to want to push its piston out to bring the idle down when it gets pressure?

The governor seems like a better way to manage the idling than the bullwhip, anyone know how I should hook it up?

I wanted to add that both the bullwhip and the governor look very much to be stock parts, there's a bracket for each that appears original. I just don't know where the governor piston would have hooked in.
