These look like the harbor freight "precision" pliers.

Given the price point i'd be willing to bet they're the same ones

I checked and compared these to the HF ones- the HF ones only have a single spring tine under the handle that engages the opposite handle. These have a pair that mesh together and are much more robustly built like my Maxon's for hobby work. I might have to spring for a set. $7 isn't much to risk.
