Install everything you can before drywall, of course making allowances for any disconnects, clean outs, etc. you would need access to. With electric any junction box needs to be accessible.

Just wondering if I should install my radiant tube heater and the gas line before I get the garage drywalled...

I did. Installing drywall around the radiant tube heater was a bit of a pain. If I was patient I would have taken down the heater to make it a bit easier, but you still have to deal with drywalling around the mounting brackets in the ceiling. All in all it still worked out well.

I know that hidden junction boxes are no no code most anywhere but I have been wondering why that is. Is it to discourage the use of junctions or something else?

I think that it is so that they can be easily accessed if there is ever an issue with the connections in the box.
