installing a window ... electric opener? or long tool?

looking to install a window up high in my garage. base of the window would be 10+ ft off the ground.

i don't want to setup a ladder every time i want to open the window.

where would i go look for a way to open these windows, either by a motor or by a long shaft/crank?
