I'd like to install some additional H2.5A ties on the inside of my building. Problem is that the screws/nails will have to go through the metal mending plate on the truss. Is that allowed?

I believe the "metal mending plate" you are referring to is the 'Gang Nail' (flat plate with punched and bent barbs) that is used to attach truss members together, then 'Yes' you are allowed to nail or screw into them.

Just use truss screws, a lot easier to install.

Can those be used with pole barn framing? I have truss carriers instead of a top plate...

Stick with the H2.5A hurricans ties. Just use the Simpson recommended screws. The Torx bit Simpson throws in the box is junk.
