Instant hot water heater

This will be for my father's shop in South Dakota. We're looking into electric instant hot water heater unit. The largest demand would be for washing vehicles (using mixing value). We would like a good flow rate to knock off the dirt, etc. I'm thinking 3-4 GPM would be a good flow rate for this application? If so, then would some unit like 13kW be adequate to provide steady supply of heated water?

Also, are there some good units that are made in the USA? How about Rheem?

Funny, I was just looking at these yesterday... here's Rheem's application chart:

Anything over 3KW needs 240V supply. The 13KW is the biggest you can run with a single circuit.

Note any tankless needs a minimum flow rate before it fires up.
