No.If it is a wood frame building and the wiring will be concealed in the walls,the electrical inspector will tell you to remove it before he will look at it,and it makes it a PITA to work around when you do wire it.Now if it is of other construction and all the wiring is in exposed conduit,you would likely insulate and board it up first.

I have always done the insulation first.
The inspectors want to see the wires and don’t care much about the insulation.
It is easy to push back the insulation when wiring.
