Insulating an un-used space?

We live in an 1890's Barn which was converted into a home in the mid 1970's. So everything is lacking by todays standards.
Anyways I was reading "MysticCobra's" electrical install, noticed his blue foam insulation on the concrete block walls. This got me to thinking as the "Store" room under the living room is 3 un-insulated block walls. This got me to thinking that maybe I should treat this as an "Un-Insulated" attached garage meaning to start perusing Threads on How and What to insulate this space to keep heat in the rest of the house.
I asked Mystic Cobra to reply over here on how he attached the foam insulation to the block and also I want to know how he secured his studs which he said he is going to Batt later. He will need to Vapor barrier the inside prior to sheetrock due to moisture migration from Hot to Cold, Correct?
Point is I technically need to do the same but question as to whether the ceiling of the storage room needs to be insulated from the living room?
Remember the goal is to insulate the walls like a finished room. Yes I can put forced air heat into it once it is insulated.

Ayuh,.... With both spaces, inside the heated envelope, I'd think, No, it don't need to be insulated,...
But,...
You'll want the garage sealed from the livin' space, to keep fumes out of the house,...

My garage is cinder block walls and attached to the house. Vented brick veneer (someone else told me that's what it was called) outside of the block. House built in '65. My guess is I have (had) about R2. Ceiling is sheetrocked and will have new insulation above. I plan to do a mini split heat pump.
I used drylok paint on the inside of the block to seal the walls (my moisture barrier). I then used the 1" XPS extruded polystyrene foam (R5) glued to the walls with PL300 foam board adhesive.
Then, I framed 2x4s on top of the foam. I plan to do R13 batts in between the 2x4s. The studs are secured to a PT bottom plate with a ramset. The top plate is nailed into the roof trusses with a pneumatic nail gun.

I had to think about it for a day or two and decided I'll follow your plan!
Next thing is that I got thinking about the concrete floor in there?
My current line of thought is to Jack Hammer it out. Excavate a little to lower/level to lay plastic as a Vapor Barrier, then 2 inches of Insulation, followed by a FLAT layer of concrete. (current slopes to middle).
Of course all this talk of "In-Floor" heat has made me question installing PEX in case I decide to heat the floor at a later date.

At 8.5 feet, I'm thinking that "Store" room will never become an attached garage!
When I get around to building the new Shop, then the lift will definitely go in!

How thick is the existing concrete? May be easier to level than foam then new concrete if you don't need the height. If you do maybe go down 1 - 2' so you have more headroom since you are doing all that digging anyways.
