Insulating attic with storage in mind

I will be using attic storage (spread web) trusses for my garage build. I will have a pull down stair to access it for light bulky storage. I plan to use blow-in insulation above a metal panel ceiling. There will be a runway 10' wide of ply to walk on. Do I sandwich insulation between the "attic floor" and metal panel? Do I put insulation on top and between to get good r value?
I think the bottom chord will be 2x6.
I am shooting for r49.

I wouldn't want to be walking through insulation. Put it between your floor and the top of the ceiling. Walking through any insulation would compact it making it less effective, it would be messy anyway. LOL.
