Not my garage but my house. It is a 1948 brick (structural, not veneer). No insulation in the walls, and from what I understand, it would be a bad idea to insulate them with anything other than foam.

Problem is, the window frames are just attached to the brick with tapcons. There is some plastic trim about an inch wide nailed to the drywall but everything leaks cold air like crazy. How can I insulate the area around the windows so it's not as drafty? There is nothing but a 1 inch or so gap between the drywall and the brick. Should I fill the entire bay on either side of each window with slow-rise foam?

Cheapest, quickest, most effective method that I know. Yes, slo-rise or low density, not original or large gap Great Stuff.

Foam is a good idea. Since this is not a new install, I'd suggest latex spray foam (look in the paint aisle), because the cleanup is much easier.

Window and door low expansion Great Stuff is also acceptable, and I'd use that on a new install, where you can cleanup with a chisel and you'll be painting and applying trim over it anyway.
