Insulating garage in Houston

First post and new home owner here. I have been lurking on garage journal for years though. I recently bought a house with a detached 35X24 garage that I would like to insulate and air condition. I have been doing hours of research and reading and cannot really seem to find a definitive answer as far as vapor barrier/retardant on the exterior walls.

The walls are T1-11 attached directly to the studs on two of the walls, and T1-11 with tar paper between the t1-11 and studs on the other two walls. If I wanted to install fiber glass batt insulation, would I be ok to install it as it?

I understand in new construction, Tyvek or some type of vapor retarder would be installed on the exterior side of the wall in Houston. Should I attempt to put up tar paper or another type of vapor retarder between the studs on the walls that do not have it? As far as I can tell the interior structure is dry and I do not have any leaks. I do plan on air conditioning this structure in the future so I want to make sure I avoid any condensation issues with the hot humid Houston weather.

Spray foam is not out of the question, but I do like the ease of cost of the fiberglass batts. I also am worried that if I ever need to remove a sheet of t1-11 It would be glued into place.

Yes, fiberglass bats with the paper side in. In Houston you really won't need foam. Foam is great, but in our climate its not necessary especially in spaces you won't be living in.

When you say paper side in, you mean towards the interior of the building?

The fiberglass up against the T1-11 should be fine then?

I am really just trying to turn my garage into a meat locker :p

Old tools why do you say it isn't necessary unless you're living in the space? What if the garage has an hvac system and he wants to keep it at 68 degrees when it's 105 outside?

Because most of us don't live in the shop 24/7. I can keep my shop at 68 if I want and it doesn't have foam. Good insulation is sufficient in our climate.
