Insulating ideas

I have a 28x40 garage with 10’ ceilings. I live above the garage and have a 2 ton heat pump. The walls are insulated r-13 and r-19 ceiling. The walls of the garage are 2x4 studs and have r-13 insulation, and the ceiling is 2x10 joists with no insulation. It stays hot in the summer and cold in the winter upstairs.

What should I do about ceiling insulation in garage? I have bought a 40,000 btu mr. Heater radiant heater for garage. In the summer exposed ductwork sweats heavily in the summer.

Any suggestions would be helpful.
