Insulation and Sheet Rock Dilemma

I have my self into a corner figuring out the best way to do a few things.

1. Create a Fireblock
2. Insulate the Ceiling
3. Drywall the Ceiling

The roof is a hip roof.

The garage door is with in 3 inches of the ceiling forcing the lights to be on the ceiling joists

there's no fireblock between the house and garage

What type of fire resistant barrier are you hoping to provide? If you want a 1-hour barrier, one layer will not do it. You would have to do something like GA RC2601, which is two layers of type X board installed to GA specs.
Do you have quick turn brackets on the top hinges of the door? They can reduce headroom for the track.
Another method is a low overhead kit for the door. It is a separate track arrangement that allows for very low ceilings.
If you have a low overhead kit, you are SOL for gaining room.

In theory any fire resistant barrier is better than current. if i was going to insulate the ceiling i was looking at doing 3/4 fire retardant ply wood on the top of the joists then a fire resistant drywall on the garage interior.

The garage door is on a low overhead kit.

Any suggestions about the roof deck insulation? There is no venting there is no attic space. can i do batts up there or does it have to be foam

Is this garage attached to your house?
Is that wooden door leading to the house?
What is the condition of the roof shingles, how old?
If your roof / sheeting is good then use spray foam on the underneath of the roof.
It will save you having to install roof vents.
The foam will need to be fireproof rated or have a coating sprayed on afterwards.
It would be easier to use 5/8" sheetrock for the fireblock, walls and ceiling.
I am not sure if you can get recessed fluorescent light fittings that are fire rated, if you want to put them above where your garage door opens. Maybe build a fire rated box the fittings install into?
You could also spray foam on the walls and if sheet rocked afterwards, the foam does not need the fire rating, the sheetrock will provide that protection.
It will give great insulation and noise reduction value.
Make sure you plan for wiring, plumbing, low voltage, air lines etc etc that you want to go in the wall beforehand.

Soending some time out in the garage today since the heater was installed there are soffit vents. The garage is attached that wood door will be getting framed in and a steel door installed in a different location. Where the hip roof meets there is a gap. Around a half to three quarters of a inch. So could I do the staple up plastic soffet vents the length and batts, I am not as worried about getting the ceiling dry walled as I am the walls. I have 4-20 amp curcuits 2-30 amp 220v. Will likely add another 220v for a welder. Roof was done 4 years ago. The garage is not really used for vehicle storage if it is suppose to snow quite a bit ill shove the truck into it.

If you can open up the walls between the garage and the house, consider mineral wool insulation. It's a fire resistant product (2150 degrees F).
