Insulation or Not at this wall

So, I am in the process of insulating my new 2 car garage. This garage is built/attached to my existing shop at the back wall. I am wondering if I should insulation the wall against the shop. The shop wall consists of two outer layers of plywood and one inner layer of OSB, no insulation. I am using R13 insulation in the new garage, but am really trying to save money. What are the thoughts...

Will both areas be heated? If so it's probably not needed. On the other hand, if one area will be heated and the other not it's necessary.
