Came across this in my neighborhood. Tower? Sided smoke stack?

Tower section was approximately 2 and a half stories tall. Pretty curious structure

We have some of those here in the valley. I've never gotten a real reason for them. I've always assumed that they were for hanging stuff to dry or for smoking meats. I know they are used in fire stations to dry hoses.

On edit; doing a picture search it may also be a water tower.

It is in the center of what was at one point a small village, across the street from a grange meeting hall.

The grange hall is from 1914, but unfortunately I cannot say for sure how old this structure might be. There's structures from the 18th century in the village

Those towers are 100+ years old. The ones around here are on century farms where the water was pumped by windmill. I don't believe that they were for municipal use.

Whatever it is… I want one in the backyard with a few windows at the top. Would be fun to climb up and look out.

the tank would be inside to shield it from a freezing wind
it would pre-date the city system
I would guess it was a windmill tower and the top was removed when the fan was no longer needed
the city system came to it to make use of the existing plumbing

Most likely an old firehouse with a bell tower. Our village volunteer FD used a bell on the water tower to call firemen to duty before modern communications came into use.
