Interesting small spade

This caught my eye, never seen one. It appears to be from the early 1900's.
Don't know what its for, maybe planting bulbs or digging small trenches.

Is it a spade at all? Maybe its something else, could it be for stripping bark off logs?

we have a home-made one just like it we use for planting pine saplings. maybe was used during the depression on those public works projects.
