I know Snap On still offered this back in 2001. Not sure when they stopped though. You could get it two ways. In the set you have or the ratchet all by its self (FPALM1)

I couldn't get the ratchet itself for under $50 off ebay, I've seen it few times over the years. well, I got the whole set for $40. I'm happy.

I've bid on that set before. Usually goes way high for my liking though. $40 is a great deal. Usually it's upwards of $150 for the set and the last couple were missing pieces.

Put a bottle opener on there and you would really have a useful tool. :D

Williams must have discontinued it (SPB52) as well, couldn't find it on their web site. Found it on an aviation supplier web site but quantity available was zero and date of availability was unknown. Now I cannot find the aviation supplier site again.

I havent used that set but have used other brands versions of what I like to call "pocket ratchets" sets and they do come in handy I used to instal towbars and used to use a similar set that was rather handy to remove little nuts and bolts in the trunks of vehicles.

I bought the williams versions in a Garage sale about ten years ago. When I asked how much he said $0.50, I handed over two quarters and left the neighbourhood immeadiately! It was and is in great shape and the ratchet mechanisim is smooth as silk. At that time I don't even think it was in the SO catalogue
