Interior building/shop paint?

Need opinions on what you guys are using for a good, heavy duty interior paint and primer. Some info on the building, its a block building built in 1970. The walls have never had paint on them, I plan on using a degreaser and pressure washing them before paint to remove any grease, dust etc off them.

My older garage was built in 1929. The interior walls were not painted until 1980. We used 2 coats of interior Benjamin Moore latex white paint on the top 5 ft. and dark grey on the bottom 5 ft. We just brushed it off and painted it. After 33 years and continual use, it still looks great.

I wanted to do a two tone paint on the wall, bottom 4-5ft being grey and the top being off-white. Another issue I need some opinions on is keeping the block clean and dry, the west wall of the building is built into a hill. I wanted to apply a coat of kilz on that lower wall to keep water out. Any opinions on that?

if trying to keep water out it would be best to tackle it from the outside if at all possible. On the inside I would use dry lok.
