IR-211 impact troubleshooting

So I found an IR-211 at a garage sale this weekend that wasn't working so I decided to bring it home for $5 and see if I could get the damn thing running.

I've been able to disassemble the front end and lubricated everything really well and it still just blows air out the exhaust (but does spin a bit in the forward direction). I haven't been able to remove the back plate off of it to take the directional selector apart, its really hard to move the button between the forward and reverse setting which I assume might be one of the reasons its malfunctioning.

Anyone have any advice?

Take the front half off again and pull the motor out. Sounds like the rotor might be locked, they may have run wet air through it and let it sit.

Seeing if the rotor spins by hand doesn't tell you much. You need to open it up and see if the plastic vanes are sticking in the rotor, broken, or if the barrel is rusted. Go in, clean everything up and put a little coat of oil in and that might be all it needs.

I've already disassembled and oiled the front part of the tool, but I am having trouble removing the back plate where the selector is located at (its really hard to move to change directions).
