I have a regulator made by I-R. looks pretty much like this

It says ARO on the knob on top, and direction to turn

3 years earlier I installed it, today I decided I want to increase the pressure a bit, I could not turn the knob at all.

any ideas? I even tried without pressure. I remember it was easy to turn and I think I didn't have to push down or pull up

Most regulators with Non-rising knobs (the knob doesn't screw in and out, it just turns, a splined shaft inside does move up and down, you just don't see it) pull out to unlock and push in to lock.

Regulators with a rising knob have a threaded shaft sticking out with either a knob or t handle on the shaft, it "rises" in and out of the regulator as it is screwed in and out.

Sounds like you need to play with it some more.
