Is it a vise? Is it a Clamp?

Any ideas what the purpose of this is? It has a handle for tightening it so it will never be really tight. And the jaws are covered in very soft leather. The round stock(?) looks as if it could fit into a mount of some kind but shows no sign of having ever having been mounted that way. The jaws on opposite sides are slightly different widths. About 2 1/2" on one side and 2" on hte other. It is kind of nice an I am sure I will find a use for it but I would love to know it's intended use.

The leather on the jaws may mean it's a luthier's vise. For making/maintaining guitars and other instruments.

Looks like parts of a vise reused and made into a clamp. Typically a vise has mounting hardware to fix it to a bench and a clamp does not. Seems a little heavy for a guitar maker. Very nice.....
