Found this among a bunch of tools I inherited, looks to be all brass and stainless, any ideas what it is?

Do any of the parts move in relation to each other? What sort of group of tools was it in? Since no one else is weighing in, I will venture a WAG and say that the shape suggests bow drill to me. Of course, if the end opposite the bit doesn't spin freely or the grooved portion doesn't ratchet you can probably forget that. Most of the bow drills I've seen are for watchmakers and jewelers which would make this a rather oversized example, if that's what it is, but I know that instrument makers use them sometimes also.

The handle on the right side with the string attached turns the stainless shaft that goes through the body and spins the fluted bit.

This was in a Snap-On chest with every sort of thing you could imagine, from SO hand tools to tobacco pipes, from ammunition to pocket knives. I found a Stanley No.42 sawset, gun parts, etc. The guy was a packrat.

Because of the string attached to the end I thought it was some type of plumb bob but not sure.
