First off when you say moniter are we talkig tv, computer LCD, or CRT? More info needed there. A photo of the moniter would be great and possibly a photo and written plan of what you're trying to accomplish also.
Im going to guess this is a standard 15-17 inch lcd computer moniter. So are wehanging this to a special moniter stand, putting it on wall, (drywall, metal shop wall???)
No link to the item but based on hole location that bracket appears to need VESA holes as well.... How old or off brand is the moniter you have that doesnt have a VESA mount pattern? We talking a computer built into 5he moniter system? Also the VESA mounts are far more complicated than drilling holes in a plastic shell. They tapped steel holes that live in the internal metal frame of the moniter. (There is an often shocking amount of steel in many plastic electronics)
Don't mind the nay sayers this bracket could easily be made for less than 30 bucks and without 500 dollar tool purchase.... The trick is in the design. Now since I donno how you hope to use it im guessing again that we just wanna mount this beast to a wall pretty standard like.
So i purpose a simple wood cradle. A picture would sum this up real quick but im gonna have to use a 1000 words because i cant do 3d design on my phone.
Imagine a horizontal shelf approx the width and length of the bottom of the moniter. Haver some vertical supports on the front and sides. On the front i may also include some set screws to friction hold the moniter in place.
Run some wood up the back and then over the top again with set screws on the top to hold down the moniter.
On the back a bracket that attaches to the wall with some tilt features coukd easily be fabricated using some bolts but its not necessary.
One could just mount the cradle streight to a wall through the back plate. Slip the moniter into it, tighten the set screws and you're done.
As far as price its gonna depend on materials you already have and how nicley finished you want it to be. This exact concept could also be made out of steel or aluminum or cheap plywood or fancy hard woods or if you're really good with a hot glue gun cardboard (why not).
For me i woukd go scrap plywood and thrn paint it and it would personally cost me nothing but hardware for set screws cuz i have a small mountain of scrap wood in my shop. Your experience may differ. Also wood will be pointless unless you have a few wood tools. (Or need an excuse to buy some)
Good luck with it buddy. Also check ebay and craigslist as uaed LCD moniters commonly have VESA and can be had cheaper that that bracket most times.
