is Starting a Conversation the same as a Private Message ?

I see in the sticky rules of the classified forum it says,, click users name and select "Private Message" to send a message to a user, but all I see is "start conversation" are they the same thing ?

Click on the screen name, then at lower right of the window, "Start Conversation". Type out message, then at lower center, check which box is appropriate, if needed, then below that, "Start Conversation".
