Is there such a fastener?

The body of my work truck is similar to a dumpster. It has smooth steel inside and the exterior is reinforced with 3"X2" steel channels.
There is a 4'X8' steel "sign board" that is mounted to each side of the body for graphics. These were installed by running bolts from the outside to the inside, leaving the nuts to catch/tear items inside.
Anyone know whether special pan headed bolts are available in a male/female configuration - one bolt would thread into the other?
BTW, I dont want the nuts facing outwards because someone might be tempted to remove my signs.

McMaster has the kind of fastener you are looking for, though I don't know what it is called and I'm too lazy to look it up for you.

You need a grommet nut with a flat carriage bolt. These can be tightened with an allen wrench on the inside and no way to loosen the grommet from the outside. Here are some like I think your looking for.
