That air compressor doesn't have a tank, it looks to be aimed more at air brush work rather than any real tool/general purpose use.

Something like this would be MUCH more suitable for general garage use:

But you didn't say what he might use it for?

Thanks, that's going to point me in a better direction and the price is right. tbh he is an all around car guy. He has rebuilt engines and is always fiddling with his cars. I just want to give him something reliable for most car work. It's not like he has the queen's secret service coming in and out, so middle of the road is fine, I'm sure.

HF is certainly an option, you could certainly get a larger compressor for the money but it's not going to be the same quality as the porter cable. Some people have a strong opinion about harbor freight so it might be worth doing some investigating on what he thinks about them in general.

Just to give some general info on what would be the major differences between these units and similar ones;

The porter cable is likely to last much longer and have less of a chance at minor leaking than the HF one. However the HF compressor has a much larger tank allowing longer use of high demand air tools such as impact guns and die grinders ect.

The actual motor/air pump is of a similar size on both units so the larger one will take longer to fill up, something to consider if you might want to use it quickly after it being off for an extended period.

For stuff like filling car tires and running a nail gun both will do that just fine, the porter cable will just turn on more often but it probably wouldn't spend much more time running overall than the HF.

Of Course you could save some money and get the pancake style compressor from HF but I would personally advise against that, I do not have much confidence in their extremely cheap units.

Anyways there's some general info to help you figure out what you want to do.

That's for construction work, I doubt he is using a nail gun to assemble cars ;)

I have that Porter Cable pancake compressor. It is very nice for what it can do. It will fill tires, can be used as a portable tank, will run nail guns for wood work. But if he does sanding, cutting with air tools, paint spraying, uses impact guns, etc. it will not have enough volume or holding capacity.

It really depends on what he is going to use it for. If he is only using it for tires and such it would be fine and have other convenient uses due to its portability. If he is rebuilding engines and doing major repairs it will be nearly useless. If he does a lot of that kind of work I would imagine he already has a compressor. Would this be a second one? If so it might be a good choice.
