Is this a crimper? For What?

Hey all Found this crimper at an estate sale a few weekend ago, and I can't find anything on it, and the shape it is crimping is unfamiliar to me. The house where it came from had lots of plumbing tools, and some sockets and general repair tools. He was also a bit of hoarder, so it could be just a random grab. Most of the tools I got were older, spanning all the names, Husky (the war era), P&C, Blackhawk (the original), so this one really stands out. Bright shiny chrome, it is Dragon brand, and that is the only marking on it. The jaw is about 15mm front to back, and 7mm tall open, crimps down to about 2.5mm. The two side jaws seem equal sized, with wire slots top and bottom, but the front jaw is reversed, and slopes down as it goes in. The top crimp is about 4mm open, and closes to 0, with no wire slots, and the two outer jaws slope again.

About the only thing that make sense is lead wire seals, and I recall those being round. Thanks for any help

I would guess that the top is a wire cutter, and either side is a crimper for small wire terminals, or maybe for unshielded **** connectors? Kind of small for those, though.

I am in no way an expert here BUT... in my limited experience with saw sets they usually have a screw adjustment for setting the tooth offset as this set doesn't I would offer it is either not a saw set or if it is then possibly a dedicated set for a specific saw..maybe.
