is this a mandrel or arbor

came with my lathe measurements are approx ,as shown.
is this something I would press a collar on, so I could machine?
Seems to taper a little fast.

Also says # 7 on it, and Cleavland Ohio.

Isn't an arbor and mandrel the same thing? I'm not sure.

Looks like a morse taper on the left side, so it's not meant to go between centers like a tapered arbor would be.

Looks like a custome tool made for a specific situation. Is there a tapped hole or lathe center on either end?

the #3 MT goes in the headstock spindle, and yes, there is a center hole in the tailstock end. The piece seems to be hardened too.

looks like it's a arbor for a "shell reamer", but the drive tangs are ground off on mine.
