Yes, it certainly looks it. I have a SO box similar to this. However, what he's asking is way more than what's it worth. And don't let those tools in the box influence you, b/c they're not worth all that much. I wouldn't pay more than $50-75 tops for it. It looks like a good candidate for a toolbox resto, but it's going to take a lot of work. See the thread on my signature if you're interested in doing one.

As for age, '70s, '80s. If you really want to know, ask the seller what the two digit date code is. Should be stamped in the lower right corner of the back of the box.

Good luck! :)

Everything looks like Snap on to me except for the handle on the front cover. Those may have been changed at some point. You can see where the original logo was on the upper left corner. I had one like that it was a KRA-59A from 1971 and in great original condition I sold it a week ago for $350 on Craigslist. The one you are looking at could be a nice restoration candidate but you might be better off to wait for a nicer one, or wait and see if he lowers his price by a lot. Patience always brings a better deal. Good luck.

Yeah, I'm not interested in it at that price. When I saw it the handle threw me off and I wanted to know if it was really as advertised.
