Is this a specialized brass reaming tool?

Can someone identify exactly what this tool is? I can make out the markings: MORSE, NEW BEDFORD, MASS USA, 5/32, and then an arrow pointing up to the 5/32, with the word "BRASS" below it. It's a vintage tool from my father's high speed precision screw machine shop in the latter half of the 20th century. Thanks for your input.

^ This. Adjusting the size too large will cause the "blades" to break. Might also be dull if it's been used a lot or for materials that are harder than the intended purpose. They are not a replacement for a standard type reamer (fixed size). It's likely marked "brass" because the blades aren't hardened enough to last long in steel. For brass (softer) they work just fine for removing small amount of material.
