That looks like a chisel handle that fits into a tapered socket at the base of the blade.
I've not seen one where the taper has been flattened that way though.

Tools for the wood lathe need a blade that is held more securely, due to the side load put on them. Their handles are often a similar shape though, as far as the grip is concerned.

The taper works well when hammering on the end of the handle.
The ring at the end of the handle suggests that it is for being struck on the end.

That handle appears too shallow for a lathe blade. Does it fit any of the files that came with it?

No, doesn't appear to be a file handle. Would work better as a scraper handle.

wood chisel handle. The steel ring protects the end from splitting when hit with a carving maul.

I think may be the second handle for a long crosscut saw.
