Is this a tool?

In a tool collection I just bought, I just found an unusual item. Looks like a 1" bolt, but instead of threads there are splines. On the top of the head, it is labeled: 5P961

Is this a special tool of some sort, or is it a part? This guy worked on a lot of big diesels and heavy equipment, so it could be from anything. Anyone recognize this?

I'm not 100% sure but it looks like the tool used to hold the alxe carrier on large eaton differentials so you can torque the ring gear bolts.
