Is this chisel really from 1932?

My mom found this cool metal tin with an old chisel in it at a yard sale.

The chisel as far as I can tell is a cape chisel. It says "old forge 1932 USA".

The other side says "wear safety goggles". That doesn't seem like something you would find on a tool in the early 30's.
Any ideas?

Part number is 1932 not a date code, they never had to tell people about wearing safety goggles in 1932 only fairly recent when lawyers tell people how to make tools
