Started to lay my 3 course of block. Noticed the footer had crackes in it. It was poured last Wed. Is this common, or will it cause a problem? seem to be top layer cracks.

What reinforcing do you have in the footer? And was the soil below the footer compacted and stable?

The soil below the footer is very compacted, also used 2 layers of steel in footer.

Two layers? You mean top and bottom? If you have longitudinal and lateral rebar top and bottom and a stable sub-base, then it is likely just shrinkage cracks and nothing to worry about. The steel will hold things together.
