I called him just to see what the deal is. It seems like there is always more to story.
He said the box was his dads and he has no use for it. The only markings he could find on it was a snap on sticker.

He told me over and over again he didn't know the first thing about tool boxes, he also said he was open to any offer from someone who knew more about it.

I think it looks more like this one with the US General replaced with a Waterloo sticker:
