Is this old jack worth saving?

I need a stronger jack and know some USA made jacks are better than whats offered at HF lately. Is this one of the good ones? It not working. Set outside for a long time. The hydraulics are frozen, possibly rusted? Its not free. It will cost about $60 in fuel/asking price to get it.

It would take some time but a good project, the hydraulic parts can be sourced. I have to get around to getting my leaky Blackhawk repaired this winter

I did find a smaller walker 2 ton jack with an air assist cylinder that is not working for $100?

Its been years since I searched here about import jacks, back then most were saying look for old USA. After looking at the positive reviews here on the better harbor freight jacks, restoring/repairing an old jack may not be the way that is recommended any more.

I’d probably be a buyer at $100, but better at $50-75. If there are any rear caster issues would drive the price down as they are pricey to replace. The Air/Over is a easy sell for me though.
