Ok, long story short.... when I built the house I got the contractor to add 2 double florescent lights in the garage. But seing how much space was wasted because the ceiling in the garage is about 12' high, I built a 12x8 plateform for storage.... problem now is that the plateform is blocking all the light for one of the lights up above. This pic show the plateform and how dark it is now when working on the car.

Ok, so I have two more florescent lights in my basement, work shop type lights (electronic ballast) that you can plug into an outlet... I think these can be wired directly but not sure.

My question is, can I tap a wire in the junction box of the florescent light on my garage ceiling, run it in the attic and throught the back wall (I know I can run the wire no prob) then run it under the platform I built and feed my two work shop lights? So this way, when I would flick the switch in the garage, I would have both florescent lights on the ceiling light up and my 2 work shop lights under the platform light up aswell!

Is this possible? Or do I need a whole new circuit.

Depends on how many receptacles or fixtures are currently running off that circuit. It may be more than the lights.
You want to run the wire inside the frame, not under it, unless you use conduit and you can end it in a outlet and just plug the lights in, they don't need to be hardwired.

I do have one circuit for the heater (220V) which is a double breaker (30amps I think) which is also for my only receptacle... I think. And one circuit for the 2 double florescent on the ceiling and one receptacle on the ceiling (for garage opener)... I'll check when I get home.

Yes, the wire would run into the frame for sure. Yeah I could just end it in an outlet and plug in the lights...
