i am just finishing a 21 x 27 x 13 high garage addition. the electrical plan calls for 9 - 4 ft fixtures (two bulb). does this seem like overkill or adequate? they will be double switched (3 and 6). any thoughs on how to calculate the proper amount of fixtures, etc.? thanks for any help.

that's ~1W/sq ft, a good rule of thumb for 30-40 fc
I'ld say that's about right

13' is kind of high, are tey suspended? what's the mntg ht?

Actually, it's more like 1.015873015873015873015873015873 w/sq ft......

I agree with Arthur......

The only change I might consider is maybe putting them on 3 circuits......my garage is 20x25 and I have it divided into 3 zones....if I'm not working in that area...I don't turn on the lights.....

i will have them 3 wayed with two switches. center row (3) and then the outer (6) on a seperate switch. the fixtures will be at ceiling height which, by the way, is for lift clearance. thanks for you replies.
