Is this tool complete (no missing pieces)? Also what is it?

Got this on a box of mostly junk tools. I looked up Reed 2277, but to no avail.

What is the funny hook used for ?

The hooked portion is for hose ends. Those typically have a flat boss on them that hooks to to tighten or loosen the hose connection.

That model also appears to have the coupler end as well. Opposite that hook is a round hole that works on couplers with a round boss/stem.

A friend's family had a business installing new fire water systems in new developments, and replacing hydrants as needed.

The daughter, my friend, in high school kept one of those in her car, and would get a page (late 90s) to go check on one after the fire department had used and abused. Fire fighters twisting the stem out or breaking the end off put her through law school.

It not only opens 5 sided stems (national standard) but it also opens a 4 sided stem (cincinnati thread). It being an adjustable hydrant wrench it can open most hydrants!

Not that I have seen more than a couple, but none of the hydrant wrenches I have seen have had that "hook" on them.
