Is Wissota E 14 S bench grinder - how to decrease running RPM?

I have an old Wissota E 14 S bench grinder, single phase 115v 60 cycle and want to use it for sharpening but want to slow down its speed to minimize the possibility of destroying the temper of the object that I am sharpening - is there an inexpensive way to do this?

Nope... It is a single speed motor. Spend some time and select a stone/wheel that is less aggressive, more of a honing stone.

No but you can get a highly frangible wheel which will do the same thing. The wheel gives up it's grains before they can get dull. That way you are always grinding with sharp points that cut instead of causing heat inducing friction. The down side is they don't last like a gray wheel does. Most of these will be white. There is also a compromise that is pink. I buy them from McMaster. Any industrial supplier should be able to help. You are probably going to have to spring for Norton or Cincinatti Milicron. But the up side of that is you will not have problems with balance.

The E14 is a six inch machine. Going smaller is possible but not very practical.

The surface speed of a 6-inch wheel at 3450revs is ideal for grinding ferrous metals. As others have noted, just invest in a friable (frangible) wheel and you will not overheat your work.
