This panel is a CDP-7, built 1987 and is marked 480Y/277 V, will this even work on 240V?

Yes, sometimes when breakers with a higher fault current are desired, 480V, 480/277V, 277V, breakers are used, but buying replacement breakers will not be cheap. That really is the big downside.

As said above, breakers will be pricey

I would sell that and look for a 240v 3 phase panel instead

When you say 240V, do you mean single or three phase? If you mean 120/208V 3-phase, or perhaps high leg 3-phase, then yeah, it should be fine, though as mentioned above, breakers will be overpriced for your needs, unless you can find a deal on ebay or the panel is already loaded.

I'm looking for a three phase panel, mine has all the breakers but two, 30a, (2) 15a, (1) 20a already.
