Jack Identification Help

I picked up this jack at a garage sale last weekend for a couple bucks. Anyone know any info on it? It works like a turnbuckle when the center section is rotated axially. There is a "pull & flip" tab with "up" and "down" stamped into it that doesn't seem to change how the jack operates.

Should be like a ratchet, flipping the lever lets the handle ratchet in either direction.
