Jackstand ratings. Is this a new thing?

I've noticed lately that jack stands are being sold with a capacity for the *pair* of stands, not the single stand. Has this always been like this, and I just didn't notice?.... or is this a new and sleazy thing? I just noticed that Amazon Basics has their "own" jack stands. This is from the PDF the instructions. Seems weird.

ASME PASE-2014 certification standard which came into effect in 2015, requires that stands be rated per pair, not individually. The manufacturers and retailers are just complying with the revised published industry safety standards.

Many of the stands which have a design predating this standard, are far stronger than their "per pair" rating would imply. Effectively this means they have a significantly higher safety factor for their new rated (per pair) capacity.
