For the jaws you can make some out of steel or aluminum bar stock. If you don't have a chamfer or c'bore tool you may talk a friend or local machine shop into popping the holes for you for a beer or lunch.
Look into the Rustoleum Hammered paints. They are very durable when applied correctly and get very hard after curing for a few days.

I think that’s the Wilton Flip Grip II, and if it’s like the Flip Grip, then the original jaws are not bolt on. They just set in place with two pegs on back of each jaw. Therefore the jaws are easily misplaced when separated from the vise, which I learned.
