Junction box in stucco

I searched for this but couldn't find anything. I have a garage that's been framed and has sheeting on it. The stucco guy is ready to go but I don't have an electrician yet. I'm running 4/0-4/0-2/0-4 cable to supply 125amp panel (need the larger wire due to the length). The panel will be fed from the panel on the side of my house.
Most of the wire I've found around here is direct bury, but not rated for going into a building. Running SER cable in conduit is a lot more expensive so I'm thinking I should run the URD cable into a junction box and then into the garage to feed the interior panel. My question is around mounting the panel before or after stucco? Most of the panels I see around are not embedded into the stucco, but that seems like it could cause leakage if screws are drilled into the stucco. The building inspector wants caulk on all staples that tear through the paper. I don't know what he'd say about a screw going into the paper through stucco.

Any thoughts?

If you were thinking SER in conduit underground then that's wrong, SER is not allowed underground. If you can find 4/0-4/0-2/0-4 in Mobile Home Feeder (MHF), that can go inside the structure but needs to be in conduit. What are the markings on the 4/0-4/0-2/0-4 you are thinking about?
