Kennedy Kits CS-19 -- Tuskegee Airman?

I picked up a vintage Kennedy Kits cs-19 tool/tackle box yesterday. I am trying to figure out when it was made. The box was owned by a Tuskegee Airman and has his name and a 5 digit number are on a metal tag that was riveted to the front of the box. I don't know if these were issued to airmen during WWII or something he acquired later.

Any thoughts?

See below for additional info and pics.

It turns out he was in WWII, the Korean War and the Vietnam war; so he could have picked up the box later in his military career. He retired as a Lt. Colonel in 1971 and later worked for Cal. State Hayward, now Cal. State East Bay. He passed away in May of 2012, shortly after he and several other Tuskegee Airmen were honored on the USS Hornet in Oakland. A true American Hero!

Here are some pics of the box.
