Kobalt 60 gal compressor

So I was browsing in Lowes the other day (Past Friday), and notice they have two 60 gallons on display.... the exact same model number... One huge difference ?
Ones says "Assemble in the USA" with a plastic guard, the other a slimmer slighter taller tank says "Made in the USA" One have a manufacture date of 03/**/2016 the other is 06/**/2016 Pump head is the same made in Mexico , motor is the same made in Mexico.... tanks are all manufactured in the KY facility...

So is there a change in the requirement from Assemble In the USA to Made in the USA now ?

This is my interpretation too.... but some how with the parts not changed between the new model / old model the tag changed. that was the interesting thing about it.
